Provinces and territories have their own immigration streams and requirements. Depending on the stream, you might need to apply using the paper-based process, or by the online process through Express Entry.

Paper-based process

In the paper-based process, you  must apply directly  to the province or territory for nomination under a non-Express Entry stream. If nominated, you, subsequently, submit a paper application for permanent residence to IRCC.

Express Entry process

In the Express Entry process, there are 2 possibilities:

  • You contact the province or territory directly and apply under one of their Express Entry streams. If nominated, you, then, create/update your Express Entry profile and indicate that you have been nominated.
  • You just make an Express Entry profile and show the provinces and territories you’re interested in them.

If a province or territory sends you a “notification of interest”, you, then, apply to their Express Entry stream. If the province/territory nominates you, it will offer it to you through your account.
